MAYOR Sebastian “Baste” Duterte has ordered the reorganization of the Mag-Negosyo Ta, Day! (MTD) management committee, through an executive order (EO) signed on August 24, which takes effect immediately.
EO No. 36 is also known as “An Order Reorganizing The Program Management Committee For The Mag-Negosyo Ta, Day! (MTD) Program In Davao City Pursuant To City Ordinance No. 0311-20, Series of 2020, Defining Their Duties and Functions, And For Other Purposes.”
The new EO cited Section 9, Article II, of the 1987 Philippine Constitution, which declares that “the State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all.”
Section 14, Article II of the same Constitution also stipulates that the State “recognizes women’s role in nation-building, and shall ensure the fundamental equality before the law of women and men.”
EO 36 also cited that the City of Davao, through Ordinance No. 0311-20, Series of 2020, promulgates the guidelines in the provision of different assistance to women members of Indigenous People, Moro/Muslim, tribal groups, disadvantaged and vulnerable women, marginalized women, women with special needs, and women from left behind families to alleviate poverty and promote and guarantee their civil and socio-economic rights.
The Program Management Committee (PMC), according to the EO, shall be composed of the city mayor or his duly authorized representative as chairperson, the city administrator as co-chairperson, and members, including the heads or representatives of the City Cooperative Development Office (CCDO), the City Veterinarian’s Office (CVO), the City Agriculturist’s Office (CAgO), the City Social Welfare and Development Office (CSWDO), and the City Mayor’s Office – Integrated Gender and Development Division.
All PMC members are mandated to name their respective alternate and permanent representative, who shall take their place in case of their absence.The PMC is directed to supervise the overall operation, implementation, and evaluation of the MTD Program; be responsible for the formulation of the policies and procedures not covered by the Executive Order issued that prescribes the guidelines, rules, and procedures in the implementation of the MTD Program subject to the city mayor’s approval; and be responsible for the approval of the Implementing Rules and Regulations (IRR) of the implementing agencies.
The special body is also tasked to initiate partnerships with international, national, and local government and funding agencies as well as non-government and private sector organizations in support of the program; provide alternative access to funds that will help women to start, sustain and expand their socio-economic enterprises; and, be responsible for the establishment of the MTD Innovation Hub Center which shall showcase the products of all MTD accredited women members, entrepreneurs, and qualified beneficiaries.
EO 36 also created the Technical Working Group (TWG) to assist the PMC in discharging its functions and is responsible for evaluating all MTD programs in the city.
The TWG shall consist of representatives from the IGDD, CCDO, CVO, CAgO, CSWDO, City Budget Office (CBO), City Accounting Office (CAO), City Treasurer’s Office (CTO), and City Legal Office (CLO).
The IGDD is designated as PMC Secretariat and shall handle all administrative and secretarial functions.
The PMC shall meet quarterly or whenever necessary.
All expenses in the MTD program implementation shall be sourced from the allocated budget provided, including those that would be provided in the Development Fund of the City Government of Davao.
The PMC members, TWG, and technical staff are also authorized to claim incidental expenses for services rendered in addition to their duties.
